I am originally from the United States (Wisconsin).

 

I have also lived in Venezuela, New Zealand, and Australia.

 

My bachelor's degree was in Electrical Engineering (Wisconsin, 1964).

 

Master's degree in Educational Psychology (Wisconsin, 1970).

 

PhD in Educational Psychology (methodology and statistics, Colorado, 1973).

 

I have worked on major international testing programs in Venezuela, New Zealand, and Indonesia, and have developed measurement software for National Computer Systems, IEA (the International Association for the Assessment of Educational Achievement), Assessment Systems Corporation, and Professional Testing Incorporated.

 

I am the author of a well-known software package for measurement called "Lertap", the Laboratory of Educational Research Test Analysis Package.

 

At the present time I am affiliated with the School of Education, Curtin University, Perth, Western Australia.

 

I am also affiliated with the College of Research Methodology and Cognitive Science here at Burapha University.

 

I live with my wife in Fremantle, Western Australia. Our four children and three grandchildren live close to us.
